Project 83439KV - Science Information and Technology Part of the mission of the U.S. Geological Survey is to disseminate its scientific information so that decision makers and the public can make informed decisions and choices. The USGS National Wetlands Research Center accomplishes this mission through support functions of information science (library), publishing, education and outreach, and information technology and management, as well as specific applications such as the National Biological Information Infrastructure, the Coastal Wetlands Protection, Preservation and Restoration Act Task Force, and the Data and Information Management System. Products include the NWRC Web site, publications in USGS series and peer-reviewed journals, information products such as kiosks and CD-ROM. In particular there has been a host of products geared to the effects of Hurricanes Katrina and Rita, emerging new technology, and the needs of USGS in a changing coastal landscape. Information partners range from the Department of the Interior agencies to State agencies to universities and non-government organizations such as Ducks Unlimited. Significant accomplishments include acquiring the Robert Wetzel Memorial Limnology and Wetland Ecology Collection, editing and producing The State of the Colorado River Ecosystem in Grand Canyon Report, producing educational CD-ROMs and kiosks, winning product awards from the Society for Technical Communication and the National Association of Government Communication, reaching more than 50,000 people about wetlands, contributing to the National Biological Information Infrastructure, writing metadata for the Gulf of Mexico and NWRC maps, developing and producing technology to assist biologists in the field, and creating the Data and Information Management System for Gulf Coast research. Project 83439HF - Biological Invasions: Southeast Forests and Gulf Coastal Plain The goal of this study is to support prevention and control of invasive species by evaluating known and potential invasive species in terms of their effects on natural systems and possible mechanisms of control; develop predictive models of invasive species spread, effects on native biota and ecosystems, and control. It also has the goal to evaluate factors that limit the dominance and spread of invasive species both in the locations of origin as well as invasive habitats. Research on invasive plants and animals is a high priority of the USFWS and the NPS. Significant accomplishments include setting up a volunteer worldwide network for comparing purple loosestrife data, quantifying relationship of Chinese tallow and wintering birds, and conceptual design development of a national early detection and rapid response for invasive plants (Contact Carroll_Cordes@usgs.gov). Task 1 - Invasive Species of North America vs. Eurasia The project has succeeded in: · Setting up teams of volunteers to make latitudinal comparisons of height, density, seed production and canopy coverage of Lythrum salicaria in North America, Europe, Australia and Asia. More than 50 people have collected data · Secured USDA permits to import Lythrum salicaria seeds from all over the world. The permits took more than a year to secure. Thus far, seeds have arrived from collaborators in Michigan, Wisconsin, Quebec and New South Wales. The seeds will be used in a growth chamber experiment to determine the ability of Lythrum salicaria to grow at cooler vs. hotter temperatures. Thus far, L. salicaria has only sporadically invaded the southern United States, and this study will determine if this species is likely to invade the South, as it has the northern wetlands of the North America · Set up collaborative teams of researchers and have written grant proposals to study L. salicaria ecology and genetics with: Ken Systma (UW Madison), Keith Edwards (Czech Republic), Nuket Bingol and Cengiz Ture (Turkey), Joy Marburger (NPS, Indiana Dunes) · Continuing in-house repair of the NWRC growth chambers to refurbish them for studies of potential distribution of invasive species (ecological range testing) and global climate change · Grant awarded to the collaborative team (above) from the European Union for the Czech researchers to work on purple loosestrife growth at NWRC
Cornus sericea Invasion of Sedge Meadows after Cattle Grazing · The Wisconsin Department of Natural Resources is developing a plan to manage shrub invasion in the Lodi Marsh. Experimental burning was conducted in 2000. As the result of meetings with the DNR, a portion of the Lodia Marsh was burned in Spring 2004. The results of the burn will be monitored, particularly regarding the effects of fire on shrub dominance · Altogether, both of these subprojects have generated 10 papers, 1 workshop, 3 websites, and 8 presentations, with many more products planned in the near future (see Basis Plus). Collaborators involve Federal, State and agency personnel, and researchers from around the world (5 countries). Products include Middleton and Grootjans 2005 accepted Task 4 - Interactions Between Chinese Tallow and Wintering Birds · In April 2005, Baldwin successfully defended his M.S. thesis for this project. Manuscript in production: Winter bird use of tallow woodlands vs native riparian forest. · Tallow phenology data have been collected and summarized in graphic format · Nutritional data for associated native fruits will continue Task 6 - Invasive Plant Species Early Detection, Rapid Response, and Analyses · Secured partnership funding totaling $45K for development of invasive plant products · Lead development and publication of a conceptual design for the "National Early Detection and Rapid Response System for Invasive Plants" · Numerous presentations and reports delivered; see Basis Plus
Project 8343BBF - Nutria Modeling, Management and Eradication Research The goal of this study is to expand research to support prevention and control of invasive species, nutria (Myocastor coypus), an aquatic rodent and an important agent of marsh loss in Louisiana and the Eastern shore of Chesapeake Bay. Significant accomplishments include developing new method for building enclosures for field study and increasing efficiency of noninvasive sampling (Contact Carroll_Cordes@usgs.gov). Task 2 - Assessing Nutria Impacts on Marsh Loss and the Impact of Control and Eradication Efforts on Marsh Conservation and Restoration · Developed new method of building enclosures. This method has low impact on floating marsh, is modular, and reusable · We have demonstrated that nutria population densities can be estimated by using a combination of trail sign types and frequency over a 20 meter transect · Densities at which nutria impact the marsh are higher than we expected Task 3 - Nutria Population Estimates · DNA has been extracted from 65 tissue samples (muscle and kidney) for use as a positive control in the optimization of PCR amplification protocols for microsatellite primers developed specifically for nutria · Sixty fecal samples were collected from a captive nutria population for a determination of optimal storage and extraction protocols, of which 9 total combinations were tested. These protocols yielded DNA that could be successfully amplified with only 0-20% efficiency · Based on the results of similar studies, the effect of field temperatures on amplification success was tested, and it was found that collecting in cold weather, i.e. < 50 F, increased amplification success of fecal DNA to approximately 40% · In an effort to further increase efficiency, a new form of non-invasive sampling was also tested, by collecting hair from a second captive population. In this case, 50 matched hair and tissue samples were collected and a recently developed DNA extraction technique, developed specifically for hair, was employed. This yielded a 78% amplification efficiency, which is somewhat greater than the numbers commonly cited in the literature for such studies

Project 83439HC - Forest and Marsh Ecology, Restoration, and Management The goal is to quantify and understand factors influencing patterns of temporal and spatial variability in key ecosystem components. The primary objective is to quantitatively describe the ecological structure and function of wetland ecosystems, focusing on wetland forests and the Gulf Coastal Plain and Lower Mississippi River Valley and to analyze the effects of management and restoration on wetland functions such as water quality, carbon sequestration, and biodiversity. Other objectives are to assess forested and marsh wetland structure and function; evaluate effects of forest management practices on wetland ecosystems; evaluate the role of wetland forests in retaining and transforming river-borne nutrients and carbon. The study focuses on the information needs of DOI management agencies with extensive wetland holdings and management responsibilities. Other users of the information include the forest industry, other Federal agencies like the Forest Service and USDA's Natural Resources Conservation Service and several States. Task 1 Evaluate Carbon Sequestration and Flux in Wetland Ecosystems of the Gulf Coast and Lower Mississippi Valley
Task 2 - Evaluate the Role of Wetland Forest in the Retention and Transformation of River-borne Nutrients · Completed elevation surveys and datum rectification of distributed water level gages for all back swamp transects · Installed water level gages and monitored across floodplain and river corridor in conjunction with back swamp study transects · Digitized historical water level stage and discharge data for the Atchafalaya River from published sources and USGS archives · Downloaded water level gages on a quarterly basis and the data have been rectified for hydrologic analysis · Monitored soil samples, clay accretion pads, erosion chains to determine rates of sedimentation and erosion with flood conditions · Analyzed volume of soil deposition and carbon content of accreted soils relative to site elevation and flood activity · Collected tree core samples of baldcypress, tupelo gum, and green ash from select sites in and outside Atchafalaya floodplain subject to varying nutrient loadings from bird rookeries and municipal effluent · Developed a flood inundation and hydroperiod model based on multi-year stage data of in-channel back swamp environments of the Atchafalaya River floodplain Task 3 - Modeling Forest Succession and Surface Hydrology of Congaree Swamp National Monument, NC · Developed and tested a floodplain inundation model that provides real-time, hypothetical, and 24-hour forecasts of worst-case flood potential of Congaree hiking trails available via Internet access and a USGS website. The flood model also includes a self-guided trail tour of digital photographs of trail photostops of winter and summer scenes to visualize seasonal views of forest and trail aesthetics. Additional upgrades of model utility have been incorporated including a help file and optional selection box for manual river stage entries or interactive river stage predictions based on current or 24-hr forecast conditions. · A coordination meeting of past and current research cooperators was organized and held at Congaree Swamp National Monument (COSW) headquarters to discuss project objectives and integration with ongoing research activities · Tree core samples have been collected from populations of loblolly pine, baldcypress, tupelo gum, ash, laurel oak, swamp chestnut oak and sycamore from select sites in the upper, middle, and lower reaches of the Congaree Swamp floodplain in short and long-retention flood sites · Tree-ring samples from 340 trees have been processed, dated, and measured from field and archived sources for growth analysis. Tree-ring samples of Pinus taeda, loblolly pine, have been obtained from archived sources and processed for ring measurement. Project 83439HD - Genetic and Molecular Tools for Natural Resources Problem Solving: Gulf Coastal Plain Goal is to develop indexes of ecosystem sensitivity to change and vulnerability to potential stressors and to develop tools to predict ecosystem responses to environmental changes. Natural populations lacking genetic diversity to adapt to environmental disturbances face a high risk of local extinction, creating poyential large-scale changes in community compositions. Responsible factors for declining genetic diversity include habitat destruction, fragmentation, and alteration; pollution, disease, hybridization, competition from invasive species, and global climate change. Significant accomplishments include research on genetic profiling (Contact Carroll_Cordes@usgs.gov). Task 1 - Oil Spill Remediation: Factors Affecting Ecological Success and Long-term Viability of Populations Occupying Restored Marsh Habitats · Completed genetic profiling for assessing successional dynamics of fine-scale genetic structure and inbreeding rate on created sites, as well as for assessing relationship between genetic diversity and marsh age on natural sites · Conducted genetic profiling for a study of the effects of intraspecific competition on clonal diversity · Completed two greenhouse experiments: an investigation of the relative increase in inbreeding depression resulting from increased rates of self-fertilization under conditions of low clonal diversity, and the heritability of genetically based resistance traits · Completed a field experiment aimed at deducing genotypic variation in intraspecific competitive ability and its effect on clonal structure · Many presentations and posters delivered; see Basis Plus
Project 83439HE - Restoration Techniques for Damaged or Degraded Ecosystems: Central U.S River and Streams Ecosystems - Lower Mississippi Valley and Gulf Coast Ecosystems The goal of this study is to model factors controlling ecosystem patterns at various scales and develop decision support systems that integrate this information with management options. Wetland and riparian systems of the Lower Mississippi Valley and the Gulf coastal Plain have been heavily impacted by humans and account for most of the U.S. wetland loss. The potential for habitat restoration in this region includes over 15 million acres of degraded and highly altered lands. Adaptive management and restoration are often stymied by a lack of quantitative information that can be used to guide and track the success of restoration practices, particularly on lands that have lost their vegetative cover and natural hydrology. This area is critical to the U.S. Department of the Interior controlling 3.58 million acres, and responsible for trust species. Additionally, through Federal programs of the Wetlands Reserve Program, the Coastal Barrier Resources Act and the Coastal Wetlands Planning, Protection and Restoration Act, the Center works with States and the private sector by providing information on restoration. Task 4 - Landscape Position and Carbon Controls over Denitrification in the Mississippi Delta · Analyzed field and laboratory data from Beasely Lake Watershed and Panther Swamp National Wildlife Refuge · Produced 3 journal articles, 1 report, 1 dissertation, and 5 presentations at national and international meetings Task 9 - Development of Decision Support and Functional Assessment Models for the Lower Mississippi River Valley · Planned three workshops including identifying a facilitator and contacting experts · Led a team of scientists including other USFWS personnel in development of a successful proposal to USDA for quantifying ecosystem services and developing functional assessment models · Organized a workshop of USGS, USFWS, USFS, and USDA personnel on development of assessment protocols · Presented research results and assessment approach to USDA peer review
Project 83439NO Inventory and Monitoring of Species and Habitats with Special Emphasis on DOI Lands in the Lower Mississippi Valley and Gulf Coast Ecosystems The goal of this task is to quantify and understand factors influencing patterns of temporal and spatial variability in key ecosystem components by (1) collecting and interpreting biologically relevant data of landscape and habitat structure using multiple spatially explicit and temporal scales to allow quantification of distribution patterns undergoing change; (2) developing spatial analysis technologies and field research data collection techniques to inventory and monitor biological resources such as species and associated habitats; and (3) providing training and technology transfer on inventorying and monitoring technologies and techniques to DOI agencies and partners and land managers who have legal mandates and legislative authorities over millions of acres in the Lower Mississippi Valley and Gulf Coast ecosystems. Significant accomplishments include applications of remote sensing techniques to study coastal vegetation, development of electronic education material (kiosks and CDRoms), development of imagery and databases to support partners, especially the Coastal Wetlands Planning, Protection and Restoration Task Force (Contact Jimmy_Johnston@usgs.gov). Project 83439O2 - Lake and Wetland Ecosystems: Ecology, Status and Trends, and Management Techniques in the Lower Mississippi Valley and Gulf Coast Ecosystems The goal of this study is to develop indices of ecosystem sensitivity to change and vulnerability to potential stressors, and to develop tools to predict ecosystem responses to environmental change by analyzing critical physical and biological processes influencing structure and function of lake and wetland communities and ecosystems. Physical perturbation such as drought and hurricanes are looked at to find methods of restoration where warranted. The relevance of this study is that the Lower Mississippi Valley and the Gulf Coast ecosystems are ecologically and economically important yet fragile. State and DOI agencies are part of the external organizational relationship of these projects. Significant accomplishment include documenting ecological changes in specific sites listed below (Contact Jimmy_Johnston@usgs.gov). Elsey on seed dispersal and population ecology of selected important plant species in the sites; and, the completion of work by graduate students A. Owens (use of prescribed fire to control woody species), and R. Chiasson (fiddler crab density patterns and crab - Spartina facilitation) · In addition, papers were published and a large meeting held at Refuge Complex headquarters for technology transfer. See products for additional details Task 11 - The Use of Rice Fields by Waterfowl and Shorebirds as Affected by Management of the Rice Landscape · Field data collection completed (570 samples collected). Laboratory processing completed for 150 samples Task 12 - Plant and Animal Community Interactions in Coastal Wetlands of the Northwest Gulf of Mexico · Several journal articles and books have been published (see products) including articles in the American Naturalist, a Barataria-Terrebonne National Estuary program report and to Oxford University Press (Redhead, a chapter in Bird Families of the World: Ducks, Geese, Swans, and Screamers by Michot and Woodin) Task 13 - Environmental Factors Affecting the Distribution and Health of Submerged Aquatic Plants in the Lower St. Johns River · Numerous papers have been presented at scientific meetings, and reports were transmitted to St. Johns Water Management District after each of the five phases of the project (see products section). A manuscript has been drafted and is in review
Project 83439O6 - Science for the Conservation of Coastal and Marine Systems, Coral Reefs, and Benthic Ecosystems: Central Region The goal of this study is to model factors controlling ecosystem patterns at various scales and develop decision support systems to integrate this information with management options. Marine and coastal areas are under stress from various natural and human factors. Research and monitoring provides information needed to protect, maintain, and restore these economically important systems. Significant accomplishments include presentations and publications on vertical accretion, mangrove islands, and sea level rise, and variations in mangrove forest structure as well as educational products related to mangrove ecosystems. Additionally, sediment erosion table have been set up in Louisiana coastal marshes (Contact Carroll_Cordes@usgs.gov). Project 83439OH - Spatial Analysis: Biological Characterization of the Lower Mississippi Valley and Gulf Coast Landscapes The objective of this study is to model factors controlling ecosystem patterns at various scales and develop decision support systems which integrate this information with management options to provide assistance and expertise to other scientists and natural resource managers, especially DOI agencies. Significant accomplishments include use of spatial analysis techniques to assist partner agencies such as the Coastal Wetlands Planning, Protection and Restoration Task Force, EPA, and Louisiana Department of Natural Resources; production of GIS maps; development of standard operating procedures for quality management of data; and "on the fly" graphics package for hydrographic data (Contact Jimmy_Johnston@usgs.gov). Task 1 - Biological and Spatial Anslysis Support for Coastal Wetlands Planning, Protection, and Restoration Act (Breaux Bill) Planning Activities · Provided proposed restoration project screening assessments for over 8 projects · Updated the comprehensive restoration project polygon database consisting of over 150 projects to include new restoration projects approved in 2004 · Provided updated approved coastal Louisiana restoration project poster, including LCA priority projects for Task Force members · Enhanced oyster lease screening assessment by adding new spatial datasets and analyses as requested by partners · Provided FY05 oyster lease screening analysis update and Restricted Area Map (RAM) to assist in identifying oyster lease conflicts · Completed map production for new approved project fact sheets · Continued using high resolution historic aerial photography for assessing proposed restoration project shoreline retreat rates · Initiated use of image movies using both aerial photography and Landsat TM imagery to illustrate water level fluctuations and seasonal change for proposed restoration projects · Utilized over 20+ dates of Landsat 7 and 5 TM imagery, classified for other projects, to assess short-term variability in land-water area for proposed restoration projects. Land-water area fluctuations correlated with tide gauge water level readings. Higher water levels corresponded to greater water area whereas lower water levels corresponded less water area. Sufficient data points were present to establish min-max moving averages of water area over time. Comparison of min-max ranges over time were used to partially account for water level effects on land loss calculations Task 2 - Ecological and Spatial Analysis Research for Coastal Wetlands Planning, Protection and Restoration Act Monitoring · NWRC acquired high resolution, color infrared aerial photography for the following projects in coastal Louisiana: Raccoon Island, Marsh Island, Fritchie Marsh, Grand-White Lake Landbridge, Pecan Island, and Black Bayou · NWRC produced 45 maps associated with the Coastal Wetland Planning, Protection and Restoration Act · Rectified CIR aerial photography for 5 CWPPRA projects · Completed land-water analysis for 6 CWPPRA projects · NWRC participated in the development of 7 peer-reviewed monitoring plans. Dep. of Natural Resources develop a Standard Operating Procedures (SOP) Manual that expands on the Steyer et al. (2000) CWPPRA Quality Management Plan. This document (Folse and West 2005) outlines activities and procedures for CRMS-Wetlands site construction, data collection, QA/QC, data processing, and deliverables requirements. · The NWRC developed an "on-the-fly" data graphics package for graphing hydrographic data collected under the CRMS program. This program is Web-based and will allow users to select station, parameter, and data collection period. It is undergoing testing and expansion to other CRMS variables.

Project 83439HA - Development and Evaluation of Best Management Practices for Sustaining Biological Communities and Habitat Integrity in the Lower Mississippi Valley and Gulf Coast Ecosystems The primary objective is to analyze and compare through field studies and modeling the effectiveness of habitat management on native species and habitat quality in order to enhance the ability of natural resource managers to sustain native species and ecosystems along the Gulf Coast and Lower Mississippi Valley, where DOI is responsible for 44 National Wildlife Refuge Units and 9 National Parks totaling 3.58 million acres. Project 83439HB - Application of Landscape and Population Ecology to Avian Species in the Gulf Coast and Southeastern U.S. Objective is to assess habitat quality and quantity for migratory birds, an important Trust Resource for the Department of the Interior, especially in the Gulf of Mexico region where habitat alterations and fragmentation are occurring. Significant accomplishments include aerial surveys of wading birds in southeast Louisiana and the completion of 8 years of bird habitat counts at 41 counts (Contact Carroll_Cordes@usgs.gov). IT, IM, IR accomplishments
Continued scientific PDA development for genetics, carbon sequestration and global climate change applications.
To enhance the integrity, speed, and security of the NWRC network backbone infrastructure, installed and tested new 3Com switches for all the NWRC Intermediate Distribution Frame/Main Distribution Frame (IDF/MDF).
Completed over 2300 computer help desk requests related to workstations, servers, and printers.
Completed over 150 telecommunication help desk requests for NWRC, Annex, and Estuarine Habitat and Coastal Fisheries Center PBX system and network equipment.
Consulted and installed new server and disk arrays for NWRC Radar Laboratory, NWRC networked applications (NWRCApps), NWRC's PDA projects, and access control system and upgraded Photo ID system.
Maintained the software and hardware for the NWRC Library's NBII systems and other Web and database systems.
Completed installation of new tape drives and backed up 6 terabytes of data per week.
Completed tasks and planning for many HQ enterprise solutions at NWRC, such as active directory, desktop hardening, server and workstation upgrades in accordance with the bureau's IT security plan, registering all NWRC Web sites per USGS instructions, and providing list of all applications used at NWRC to be added to DOI's approved application list.
Coordinated with several entities of the Federal, local and private sector during post Hurricane Katrina to provide solutions to alternate emergency data connectivity, long distance dialing capabilities, and satellite voice communication.
Coordinated with Sola Communications to integrate the new Pelco Digital Video Recorder (DVR) (security camera system) onto NWRC's network.
Consulted on network and application configuration for the U.S. Fish and Wildlife Service (USFWS) and Ducks Unlimited (Gulf Coast Joint Venture office) at the NWRC Annex.
Provided technical assistance to USFWS office, including server management, hardware support, and application support.
Completed 115 database-related tasks that included major items such as: · Created new mailing list database for the center director's office. This database also provides an easy way to send bulk emails based on area of interest (Media, University, USGS, etc) · Developed a new database for the center director's office to manage assignments and correspondence. · Migrated all Oracle applications to a new server and a new version of Oracle (10g). · Decommissioned the NWRC ID system. · Set up the following Oracle Database Applications. Completed Certification and Accreditation (C&A) Process for several security documents related to NWRC that included Privacy Impact Assessment, System Security Plan, and Risk Assessment. The C&A process also included DOI NWRC IT asset valuation, asset inventory, and security self-assessment for NWRC information technology systems. This process will help define measures of performance used to assure that adequate IT system security controls are implemented and tested, risks are assessed, and security plans are maintained.
IT in Lafayette is part of the software development team for BASIS+ Project. IT has complete 115 tasks for the BASIS+ Project, as assigned by USGS HQ.
V. 4-Cs philosophy-building collaboration and partnerships
Building collaboration and partnerships with customers, partners, stakeholders v Workshops On August 22-24, 2005, the USGS cohosted a Lower Mississippi River Science Forum with USFWS R4. The science forum consisted of 11 joint USFWS/USGS presentations on cooperative research designed to support USFWS managers in management and restoration, ranging from fresh water fisheries to amphibians, waterfowl, and forests. The forum was held in conjunction with the USFWS Lower Mississippi River Ecoteam at Phillips Community College in Stuttgart, Ark. Approximately 80 USFWS and USGS staff participated in the event, in addition to several NGOs and university scientists.
NBII Reston staff, NWRC staff, and Houston Advanced Research Center staff met October 28, 2004, in Houston, Tex., for a strategic meeting to implement NWRC becoming a co-principal investigator for the Central Southwest and Gulf Coast Information Node for NBII.
NWRC NBII staff conducted a NBII stakeholder meeting on November 30, 2004, in Lafayette, La., to present NBII information to about 30 agencies and to receive their ideas on node needs.
NWRC staff attended a 3-day Gulf of Mexico Alliance workshop in New Orleans, August 9-11, 2004, to propose ideas of how Federal agencies can work with this Gulf States initiative. National Biological Information Infrastructure and Data Information Management System were proposed among other ideas.
The NWRC conducted 12 workshops this year with the University of Louisiana at Lafayette Regional Application Center and Louisiana Army National Guard Geospatial Center pertaining to geospatial and biological subjects.
Drs. Johnston and Ramsey taught a workshop on Applications of Remote Sensing to Natural Resource Management and Monitoring at the Eighth International Conference on Remote Sensing for Marine and Coastal Environments, May 17-19, 2005 in Halifax, Nova Scotia, Canada. Larry Handley has taught 9 WETMAAP teacher workshops with 152 participants in Massachusetts, Maryland, Nebraska, Florida, Missouri, and Louisiana. Handley was the co-organizer of the Louisiana Annual Remote Sensing and GIS Workshop held in New Orleans in April, 2005 with over 200 participants.
v New science directions
· Began new science study of cactus moth mapping and modeling. · Developed hyperspectral remote sensing new methods for detecting the onset and progression of oak decline. · Developed the first method to regionally map small numbers of invasive Chinese tallow with remote sensing image data and link these occurrences to landscape as risk of invasive establishment. · Developed remote sensing methods to detect marsh dieback occurrences and progression in cases of severe and more subtle but continued impacts. · Advanced with NOAA, the frequency, timeliness, detail, and change accuracy of regional and local coastal classifications by using a combination of possible outcome modeling and integration of optical and all weather and day and night radar image data. · With the NPS, created the first classifications of the 440 mile Natchez Trace Parkway and historic Vicksburg Civil War Memorial Parks following the National Vegetation System with remote sensing (digitized photography at 1-m) and new technology developments in image processing. · Developing an integrated science plan for the ivory-billed woodpecker using mapping and sampling techniques on historical and current aerial and digital aerial photography to develop a habitat model for assist in the birds recovery. · Using Continuous Forest Inventory data from the USFWS to transform National Wetland Inventory Classification maps to pseudo-NVCS community-level maps and developing a methodology to assess a "uniqueness" to habitat sampling schemes by using a modified hydrogeomorphic schema.
v Progress and accomplishments in major collaborative ventures and partnerships
1. A plan for evaluating potential habitat for the ivory-billed woodpecker (IBW) in the LMV Joint Venture region was developed jointly with the USFWS personnel in Vicksburg, Miss. This plan also includes a post-doctoral position that would be dedicated to the IBW project. 2. Virginia Burkett, Tom Doyle, and Steve Hartley collaborated with the Department of Transportation and university partners at Texas A&M, Louisiana State University, and University of New Orleans to conduct a regional assessment of future climate change on transportation infrastructure along the northern gulf coast. 3. Developed a newer version of the ATLSS Data Viewer System for ArcGIS. 4. Provided significant contributions to USEPA's National Coastal Condition Report II, their second major publication addressing the Nation's coastal systems.

Integrated science-identify activities and accomplishments We have 13 internal committees, a Strategic Planning Committee, and several volunteer committees for hurricane humanitarian relief. 1. Began CEAP Project which includes Steve Faulkner, Bob Keeland, Wylie Barrow and Susan Walls 2. Tom Doyle partnered with USGS water resource scientists Chris Swarzenski and Cliff Hupp of the Louisiana District and Reston offices to monitor and publish effects of nutrient and sediment-rich riverflow through coastal forests and marshes of the Atchafalaya Basin, Louisiana. 3. NWRC is: (1) partnering with the Florida Integrated Science Center to provide GIS support for an upcoming coral reef study in the Gulf of Mexico; (2) working with other disciplines of USGS in a Gulf of Mexico effort to provide data and information in the region; and (3) completing the second year of Director's Venture Capital pilot study to assess the use of interferometry in measuring subsidence in New Orleans and southeast Louisiana in collaboration with the other disciplines of USGS.
Center management · Actions related to Center review recommendations. All recommendations have been successfully implemented. · Strategic plan - The NWRC Directorate has organized a strategic science planning team that is charged with formulating the future direction of science and technology programs at the center. The next step in the process will be to host an informational workshop with our present and potential future partners. The workshop will focus on identifying science and technology issues/needs most important to DOI land managers and others that depend upon sound science for decision making. · Workforce plan - Submitted · Internal control actions - management, administrative, project review: Improved internal product management system for Spatial Analysis Branch products. · Began planning for personnel space and equipment to be divided between Visual Information High Performing Organization and the Center.
